Q. I am looking for statistics on illegal drug use and African Americans.

For sources of data on African Americans and drug use try the tables linked at http://tinyurl.com/m8g67o7.You may need to scroll down to Table 1.19A and subsequent tables. Look for the categories labeled HISPANIC ORIGIN AND RACE.  Then find “Not Hispanic or Latino,” followed by “Black or African American.”

This information comes from the National Survey on Drug Use and Health from the Substance Abuse and Mental Health Services Administration. Data from the survey is available online at http://beta.samhsa.gov/data/population-data-nsduh/reports. Click on "Year data collected-2013," then “Results from the 2013 National Survey on Drug Use and Health: Summary of National Findings and Detailed Tables” and look through the “Detailed Tables.” These detailed tables also have survey results about tobacco and alcohol use.  The detailed tables that include the phrase “Demographic Characteristics” in the title seem to break down the data by the same ethnic categories used in the table linked above under http://tinyurl.com/m8g67o7.
