This kind of thing can be a little complicated, but I hope some of the tips I provide below will help you find what you need. One place to look is the "alcoholic beverages" section of Texas state regulations, Houston city ordinances, and U.S. federal regulations. The links below should take you directly to those regulations in versions that are easy to browse.
Houston Code of Ordinances

On the side menu, scroll down to "CODE OF ORDINANCES," then choose "Chapter 3 - ALCOHOLIC BEVERAGES." You can also try searching See search box at top of screen.Try: wine, "alcoholic beverages," bars, taverns, cocktail, restaurant, etc.
