I have some possible options for you on finding articles about parking. The one place that is likely to have articles on UHD parking is the Dateline. Here is their Web site: http://www.uhd.edu/dateline/. They have some past issues on there. The Library has a more complete set of paper issues that you can ask for at the Information Desk on the 4th floor, north side.
For information on parking in downtown Houston, you might want to try the Houston Chronicle, which we have available to search as a database. You can access by selecting the Databases tab from the library's home page. I put in the following words:
Downtown Houston parking. The resulting articles may give you some background.
